Over the last few weeks, there were discussions on potential JPL-Stanford cooperation in the use of the Stanford site 515 - where five 18-m antennas are located. Key to this cooperation is using the site for outreach to nationwide high-school students (through an existing JPL outreach program) and to amateur radio astronomers (through the Friends of the Bracewell Observatory Association, led by Bob Lash). We have checked with faculty to identify any plans for use of the site. While there is support for some faculty use, there is no plan for major use by Stanford faculty - outreach could be a major user. We believe that this conversion of site 515 can be accomplished with minimal or no financial burden to the university, while gaining Stanford and NASA/JPL significant good will from the community. The Stanford OSO objectives seem very aligned with the JPL/DSN objectives. I'm enclosing a white paper outlining potential cooperation. The Stanford sponsoring organization could be the department of Physics (I already contacted Prof. Petrosian and Romani regarding use of the site). We have also talked to the School of Engineering, the current "owner" of the site, and they have no further use for the site.
